The objectives
It is an institutional event of national and European dimensions devoted to the reception of new populations, especially in rural areas, and it will be a place for discussion, ideas, and proposals, based in the Massif Central.
The national and European objective: the aim of the 2006 meeting is to contribute to the development of reception policies by emphasizing the role of the regions and widening discussions to examine the issues on a European level. It will therefore be a continuation of Campagnes en mouvement (1 st national meeting of the actors involved in the reception of new populations in rural areas) and its work will focus on the regional specificities of the national for the reception of populations in rural regions.
The university's production objectives: the approach will be structured around three operational objectives and will facilitate discussions about the many themes involved:
Political objectives :
- To contribute to discussions – on a national and European level – about the reception policy and the integration of new populations,
- To put forward the idea of opening up the regions, on a European and local level,
- To integrate the disruptions related to globalization, in order to meet the needs of demographic change and the loss of activity in rural areas,
- To define the regional and political strategies to deal with these changes,
- To develop reception policies by considering the arrival of new populations as a factor in economic development and wealth, revitalization and regeneration of the regions, and as a factor in social cohesion and solidarity,
- To contribute to spreading the culture of population reception by informing a wide audience and working on the collective representations and their possible evolution,
- To mobilize the elected councillors and heighten their awareness of the issues
Technical objectives :
- To create tools of capitalization and valorisation of experiences that are as yet exploratory, and tools for disseminating information,
- To produce methodologies and development tools for reception policies,
- To identify the obstructions, the factors of success, and remarkable experiences,
- To devise tools for shared development: training, studies, communication strategies, promotion tools, resource centre, engineering centre…
Long-term objectives :
- To understand the impacts of the new population movements and the new settlements from the perspective of sustainable development,
- To understand the attraction factors of the rural regions ,
- To devise new ways of living , new urbanities, new building methods,
- Disseminating information about the migratory dynamics,
- To monitor the evolutionof the profiles of potential candidates,
- To observe the demands in other countries,
- To develop regional engineering.
